Compliancy Levels

I am researching section 508 and am wondering if there are levels of compliancy or if it is an all or nothing situation.

web sites and rates them for accessibility for any query entered is to be formally launched by the end of the month. Web site consultancy Net Progress’s ‘Net-guide’ currently features 1,000 sites from around the world in its database:
